John Bailey is the Chairman of Lusardi Construction, providing invaluable guidance on the company's future direction. He has been dedicated to this role for nearly 50 years and is essential to fostering Lusardi Construction’s standing as one of the nation’s top general contractors.
Before joining the company, Bailey was a project manager at Swinerton & Walberg, one of the country’s largest building and construction firms. He began his career as a selected participant in a training program for graduate engineers in construction management. Bailey also grew up in the industry, with his father, grandfather, and great-grandfather owning and operating the well-known general contracting firm F.R. Bailey and Son.
An active community member, Bailey has served as a board member of the Palomar Family YMCA and is an associate member of the American Society of Civil Engineers and the American Association of Cost Engineers. He is also recognized as an honorary San Marcos Boys & Girls Club member.
Bailey graduated with a Bachelor of Science in civil engineering from the University of Windsor, Canada. He was an outstanding scholar, having graduated first in all disciplines. He also received multiple academic awards, including the Gold Medal Award for Academic Achievement from the Association of Professional Engineers of Ontario and the University’s Gold Medal Award for Civil Engineering. He furthered his education by obtaining a Master of Science in Construction Management and Administration from Cornell University while on a National Research Council of Canada scholarship.
Bailey is a dedicated golfer and an avid ice hockey player.

Scott Free is the CEO of Lusardi Construction, where he is dedicated to the company's continued success and long-term growth. Free’s 50-plus years of unwavering commitment to Lusardi Construction has made it one of the nation’s top general contractors and the recipient of numerous industry accolades.
Along with his big-picture company leadership, Free is also focused on closely mentoring the senior staff that makes up Lusardi Construction’s executive management team. This responsibility is one of his top priorities to ensure the company has the foundation to sustain its progress for years. With Free at the helm, Lusardi Construction is consistently ranked on Engineering News-Record’s prestigious “Top Contractors” and “Top Green Building” lists.
Before his CEO role, Free was President of Lusardi Construction for 15 years and managed all daily operations. As Free’s tenure at the company has spanned generations, he has held roles that reach all facets of the company.
Free has also contributed his time and leadership to multiple organizations, including directorships for YMCA; Young Presidents’ Organization (San Diego Chapter); Northern Arizona University Foundation Board; the Trust Board of California State University San Marcos, and the Chief Executive’s Organization, among others. He is also a philanthropic participant with the Challenged Athletes Foundation and Padres Pedal the Cause.
Free received a Business Management degree from Northern Arizona University.
Scott Free
Chief Executive Officer
Kurt Evans is President at Lusardi Construction, where he brings over 25 years of experience to spearhead strategic planning, manage the growth and development of the company, and run day-to-day operations. Evans uses his vast industry knowledge and problem-solving perspective to lead over 200 employees in maneuvering the continuously evolving construction landscape.
Earlier in his career at Lusardi Construction, Evans relocated to Northern California to establish a new Bay Area office from the ground up. For nearly 15 years, his knack for business and growth strategy and his ability to inspire teams throughout the company helped establish this new location’s strong foundation and continued success. Evans has significantly contributed to Lusardi Construction becoming one of the nation’s top private general contractors while previously holding multiple roles, including project manager and project engineer.
He is a long-time supporter of the Semper Fi Fund and Patriotic Service Dog Foundation and a member of the Commercial Real Estate Development Association (NAIOP).
Evans received his Bachelor of Science degree in Civil engineering from California Polytechnic State University, San Luis Obispo. Evans loves to be with family and do anything outdoors in his free time, including travel, fishing, golf, and hiking.

Stan Prigmore is the Chief Financial Officer and a Vice President at Lusardi Construction, where he brings over 20 years of financial and business knowledge to the company. Prigmore’s wealth of experience allows him to successfully provide strategic guidance on overall operations to ensure continued financial growth.
Prigmore’s unique ability to drive efficient collaboration across internal teams has been integral in Lusardi Construction consistently meeting or exceeding quarterly and annual financial goals.
Prior to joining Lusardi Construction, Prigmore held senior corporate accounting positions at Overland Date, Blockbuster Entertainment, Western Zone, and Ligand Pharmaceuticals. Before that, he began his 30-year career in finance at Security Pacific Bank.
Prigmore graduated from Brigham Young University with a Bachelor of Science in Finance and a Master of Business Administration degree from the University of San Diego. He is actively involved with Interfaith Council and enjoys sports and spending time with his family.

Chris Hess is the Senior Vice President of Operations at Lusardi Construction, where he oversees the company's complex day-to-day operations and engages in client relations that drive new business. Hess has been with Lusardi Construction for over 30 years, where he has honed his decades of extensive construction industry experience.
Hess takes great pride in helping to mentor the next generation of Lusardi Construction leaders by spreading his passion for the industry, sharing his immense knowledge of all building trades, and fostering client relationships for continued company success.
Hess received his Bachelor of Science in Construction Science from Kansas State University and pursued higher education in business. During his academic career, he was given several awards, including the Kansas State College of Engineering’s Professional Progress in Engineering Award and the Fermanian School of Business, Point Loma Nazarene University’s Business Partner of the Year Award.
He is a long-time supporter of the Challenged Athletes Foundation and enjoys spending time with family and doing home improvement projects.
Chris Hess
Senior Vice President - Operations
Larry Letts is the Senior Vice President of Field Operations at Lusardi Construction, overseeing the coordination of all field personnel assignments and jobsite requirements nationwide. In dedicating nearly 45 years of his career to Lusardi Construction, Letts’ industry knowledge, insight into company operations, and approach to collaboration make him an invaluable team member.
In his role, Letts is responsible for the development of field employee advancement, the overall management of jobsite activities, and the supervision of the company’s Safety Department. His extensive tenure with Lusardi Construction has contributed to the company’s success in multiple roles, including apprentice carpenter, journeyman carpenter, foreman, and superintendent. While Letts has received about 100 industry awards, his greatest accomplishment stems from working with and mentoring the next generation of Lusardi Construction leaders.
He actively supports community philanthropic organizations such as Challenged Athletes Foundation, Leukemia Society, and North Coast Cancer Fitness Association.
Before his career in construction, Letts obtained his Bachelor of Science degree from the University of California, Davis, Animal Sciences. He is an avid athlete, competing in long-distance running and ‘fastpacking,’ and enjoys playing sports with his grandkids.

Senior Vice President – Field Operations
Nick Novak is an Executive Vice President at Lusardi Construction, where he utilizes over 20 years of experience to provide executive oversight and project management on the most complex design and construction projects the company obtains. Novak’s industry knowledge spans several industries and building types, including high-tech facilities, educational buildings, corporate offices, retail spaces, and healthcare entities.
Novak’s insight into the numerous multifaceted stages of construction and his strengths in problem-solving, team management, and efficient collaboration make him a tremendous asset to Lusardi Construction. Throughout Novak’s career, he has received several Associated Builders and Contractors (ABC) Awards for projects he has managed.
As an active leader in the community, Novak volunteers his time with Architecture Construction Engineering (ACE) Mentorship Program, Coalition for Adequate School Housing (CASH), San Marcos Promise, and the Commercial Real Estate Development Association (NAIOP).
He graduated from California State University, San Marcos, with a Bachelor of Science in Business Administration. When not working, Novak enjoys cycling, completing home improvement projects, coaching football and baseball, and hanging out with his wife and children.

Colton Hoge is an Executive Vice President at Lusardi Construction. Hoge is a proven industry leader with over 20 years of experience in field and office operations, project management, and client relations. He draws on his knowledgeable background to help create a seamless construction process for all company projects.
In his role, Hoge is instrumental in providing strategic direction and empowering leadership in Lusardi Construction’s Northern California branch. His hands-on management approach and encouragement in growing employees’ creative and communication skills have contributed to the office’s steady growth.
Hoge joined Lusardi Construction after graduating from Colorado State University with a Bachelor of Science in Construction Management. In his spare time, Hoge mountain bikes plays water sports, and spends time with his family.

Executive Vice President
Bill Leslie is the Vice President of Preconstruction at Lusardi Construction. He is responsible for client relations, coordinating estimation, scheduling projects, performing value analysis, reviewing design, and overseeing subcontracting efforts. A dedicated Lusardi employee for over 20 years, Leslie has supervised and managed the construction of various projects in numerous industries, including corporate, education, automotive, hospitality, and industrial.
In addition, Leslie spearheads Lusardi’s Academy, an in-house educational training program for new hires. He draws on nearly two decades of experience to instruct fellow employees on the detailed processes of estimating, construction, and building fundamentals. He finds great reward in mentoring these upcoming industry leaders and enjoys watching them grow into skilled project managers.
Leslie is a Lusardi Construction Team Captain for Padres Pedal for the Cause.
He obtained his Bachelor of Science degree in Electrical Engineering from the University of San Diego. He enjoys spending time with family, cycling, and golfing in his spare time.

As a Vice President at Lusardi Construction, Gabe Halsey has managed projects in various industries throughout the United States, from the construction of laboratory facilities, government facilities, and medical and creative offices to automotive and tenant improvement projects. He quickly discovers innovative solutions to the unique problems inherent in complex construction projects. His attention to detail and deep commitment to improving project delivery has benefited his clients and gained the respect of his colleagues.
Halsey holds a Masters in Business Administration and an undergraduate in Construction Management from Pittsburg State University. His hobbies include cycling, golfing, and spending time with his wife and two sons.
